This is a cone drill with a pole vault pole, a drill that teaches proper carry of the pole vault pole. Notice the right hand is on the right hip, the left hand is up in the middle of their chest, not crossing the mid-line of their chest. A very common problem is that athletes with their left hand want to cross that over their body, simply keep it at the mid-line of the body to address this problem. The cones allow the athlete to focus on proper posture and keeping the knees up appropriately while running with the pole vaulting pole.
